PGA Tour Rule Changes 2025: Key Updates for Players and Officials

PGA Tour rule changes 2025 introduce several adjustments designed to clarify procedures, support fair play, and improve the pace of play on Tour. These updates affect equipment replacement, course conditions, scorecard policies, and player timing.

Replacing Damaged Clubs

Players may now replace a damaged club—such as a broken driver—during a round or while play is temporarily stopped, as long as the damage was not caused by abuse. The replacement must be with a similar club (e.g., replacing a driver with another driver).

Loose Impediments and Movable Obstructions

The rules around loose impediments and movable obstructions have been clarified. Players can now remove loose impediments (e.g., leaves, pinecones) by any method. However, if the ball moves during removal, the player receives a one-stroke penalty and must replace the ball.
If a movable obstruction (e.g., a can) causes the ball to move during removal, the ball can be replaced without penalty.

New Pace of Play Enforcement: EAST

A new Excessive Average Stroke Time (EAST) policy is now in effect. Under this rule, players averaging 12 seconds or more above the field’s stroke time will receive an EAST designation.

  • First and second violations: No fine
  • Third violation: $5,000 fine
  • Additional violations: $10,000 per occurrence

This policy aims to promote a more consistent and timely pace of play across the Tour.

Scorecard Correction Window

Players now have up to 15 minutes after submitting their scorecard to correct any errors. Committees are authorized to allow these corrections before finalizing the scores.

St. Louis Zoo WildCare Park to Open in 2027 on Former Golf Course Site

St. Louis Zoo WildCare Park is taking shape on a former 18-hole golf course in North St. Louis County. The 425-acre property, once home to the Plumbers and Pipefitters Union Headquarters and Emerald Greens Golf Course, is undergoing a major transformation into a world-class wildlife conservation site.

The zoo plans to use the park as both a safari-style experience and a center for species conservation. Guests will enjoy guided safari tours, walking trails, a “zooseum,” an adventure play area, and an observation tower.

At the heart of the park, the Kent Family Conservation and Animal Science Center will lead research and breeding programs for endangered and critically endangered hoofed animals. These include species like Grevy’s zebra, addax, and mountain bongo.

To reduce the park’s carbon footprint, the project utilizes existing structures from the golf course. For instance, the zoo is converting one building into the new Canopy Clubhouse. Crews are also replacing golf turf with native grasses, which will create a healthier, more natural environment for the animals.

While construction continues, the zoo has already begun shaping habitats and reusing materials. The park’s development not only supports global conservation goals but also brings economic benefits to the region.

St. Louis Zoo WildCare Park is expected to open to the public in 2027, offering visitors a new way to connect with animals and nature.

Cliffhangers Par-3 Course at Big Cedar Lodge is set to open on July 4, 2025, offering golfers a dramatic new 18-hole par-3 experience in Ridgedale, Missouri. Designed by Johnny Morris, owner of Big Cedar Lodge, and his son John Paul Morris, the course promises a blend of natural beauty and shot-making adventure.

Located adjacent to Payne’s Valley, Cliffhangers features holes ranging from 60 to 170 yards. The course was carved directly into limestone cliffs, showcasing dramatic elevation changes, flowing creeks, waterfalls, and even a cave system that golfers will play through.

One of the most distinctive features is a tee shot from inside a cavern, launching the ball through a waterfall into open air. Additionally, two cliffhanger tee boxes on holes 1 and 10 offer extra chances at an ace—20 total opportunities for a hole-in-one across the layout.

Currently, preview play is available to resort guests, while public play will begin on July 4. Golfers interested in playing this one-of-a-kind layout can make reservations now through Big Cedar Lodge.

PGA Tour CEO transition: Brian Rolapp is expected to become the next PGA Tour CEO, according to reports from ESPN’s Adam Schefter and Seth Wickersham. Rolapp would leave his current role as an executive vice president with the NFL after 22 years.

Rolapp’s focus is expected to be on leading the newly established PGA Tour Enterprises, a for-profit division of the PGA Tour that will oversee key business operations, including media rights and sponsorships. His move comes at a time when the Tour is actively reshaping its business strategy and organizational structure.

He is expected to work alongside Jay Monahan, who will remain as PGA Tour Commissioner. Monahan will likely continue managing the competitive and regulatory aspects of the Tour. The official reporting relationship between Rolapp and Monahan has yet to be clearly defined.

Rolapp’s background includes serving as the NFL’s chief media and business officer, where he led the negotiation of major media rights deals. That experience positions him as a valuable asset for the PGA Tour as it aims to strengthen its commercial growth and media strategy.
